Amtshaftung bei Bauführung im Hochwassergebiet; fehlerhafter Flächenwidmungsplan; Nachforschungspflichten der Gemeinde

Bestehen ausreichende Anhaltspunkte für die Hochwassergef?hrdung, ist die Gemeinde verpflichtet, sich durch Nachforschungen Gewissheit über das Vorliegen oder Nichtvorliegen eines Hochwasserabflussgebietes gem § 38 Abs 3 WRG zu verschaffen. Liegt ein solches vor, hat sie gem § 12 Abs 1 Z 2 krnt GplG dieses im Fl?chenwidmungsplan ersichtlich zu machen. Erteilt die Gemeinde eine Baubewilligung ohne diese von der Erteilung einer wasserrechtlichen Bewilligung abh?ngig zu machen, haftet sie für die Kosten der Bauführung, die bei gesetzes-konformer Vorgangsweise unterlassen worden w?re.     

Ring‐opening polymerization of D,L‐lactide by rare earth 2,6‐dimethylaryloxide

Ring‐opening polymerization of D,L ‐lactide (LA) has been successfully carried out by using rare earth 2,6‐dimethylaryloxide (Ln(ODMP)₃) as single component catalyst or initiator for the first time. The effects of different rare earth elements, solvents, monomers and catalyst concentration as well as polymerization temperature and time on the polymerization were investigated. The results show that La(ODMP)₃ exhibits higher activity to prepare poly(D,L ‐lactide) (PLA) with a viscosity molecular weight of 4.5 × 10⁴ g mol^?1 and the conversion of 97 % at 100 °C in 45 min. The catalytic activity of Ln(ODMP)₃ has following sequence: La > Nd > Sm > Gd > Er > Y. A kinetic study has indicated that the polymerization is first order with respect to both monomer and catalyst concentration. The apparent activation energy of the polymerization of LA with La(ODMP)₃ is 69.6 kJ mol^?1. The analyses of polymer ends indicate that the LA polymerization proceeds according to ‘coordination–insertion’ mechanism with selective cleavage of the acyl–oxygen bond of the monomer. Grouped Approach for the Design of H.264/AVC Motion Estimation Architectures

This letter presents a novel approach for organizing computational resources into groups within H.264/AVC motion estimation architectures, leading to reductions of up to 75% in the equivalent gate count with respect to state‐of‐the‐art designs.     

Micromechanical approach to damage mechanics of composite materials with fabric tensors

The purpose of this study is to apply continuum damage mechanics – introduced through the concept of fabric tensors – to composite materials within the framework of the theory of elasticity. A directional data model of damage mechanics for composite materials will be developed using fabric tensors. The introduction of fabric tensors into the analysis of damage of composite materials will allow for an enhanced and better understood physical meaning of damage. The micromechanical approach will be used here to relate the damage effect through fabric tensors to the behavior of composite materials. In this approach, damage mechanics is introduced separately to the constituents of the composite material through different constituents’ damage effect tensors. The damaged properties of the composite system as a whole can then be obtained by proper homogenization of the damaged properties of the constituents.

The derivation of a generalized formulation of damage evolution will be shown here in a mathematically consistent manner that is based on sound thermodynamic principles. Numerical examples will be presented to show applicability. In addition, damage evolution for the one-dimensional tension case is also illustrated.

盐井水平对接钻井技术

钻一口通过主采盐层的水平井与已完成的直井对接，形成连通井(形如“U”字)，一口井注水溶解盐／芒硝矿，另一口井采出卤水，这是盐化工业对钻井提出的要求。针对水平对接盐井井身轨迹设计、着陆段、水平段的轨迹控制和连通技术，介绍了水平段侧钻时的钻井液技术。     

Study of the morphology and mechanical properties of polypropylene composites with silica or rice‐husk

The mechanical, morphological behavior and water absorption characteristics of polypropylene (PP) and silica, or PP and rice‐husk, composites have been studied. The silica used in this study as filler was a commercial type produced from soluble glass or rice husks. The compatibilizing effect of PP grafted with monomethyl itaconate (PP‐g‐MMI) and/or with vinyltriethoxysilane (PP‐g‐VTES) as polar monomers on the mechanical properties and water absorption was also investigated. In general, a high loading of the studied fillers in the polymer matrix increases the stiffness and the water absorption capacity. This effect is more noticeable in the tensile modulus of the PP/silica composite with PP‐g‐VTES as compatibilizer. However, the increase of the rice‐husk charge as a natural filler in the PP matrix decreases the stiffness, and in the presence of PP‐g‐MMI as compatibilizer in PP/rice‐husk, the tensile modulus and water absorption of the composite were improved. The better adhesion and phase continuity in the PP/silica and PP/rice‐husk composites with different compatibilizers was confirmed by the morphological study. Stabilization Methods for Spectral Element Computations of Incompressible Flows

A stabilization method for the spectral element computation of incompressible flow problems is investigated. It is based on a filtering procedure which consists in filtering the velocity field by a spectral vanishing Helmholtz-type operator at each time step. Relationship between this filtering procedure and SVV-stabilization method, introduced recently in [JCP, 2004, 196(2), p680], is established. A number of numerical examples are presented to show the accuracy and stabilization capability of the method.
